Hellenic Contribution to the Development Projects of the Czech Provincial Reconstruction Team (PRT) in Afghanistan

Final Report on utilisation of the Hellenic Contribution covers projects co-funded by the Government of Greece. The contribution in the amount of 300.000 EUR has been received by the Czech Provincial Reconstruction Team in Logar, Afghanistan (CZ PRT) in February 2010 via Czech Delegation to NATO, Brussels. Funds were used to cover cost of four different projects. The last instalment has been disbursed in June 2011. In compliance with the Greek requirements on disbursement of the funds the PRT headquarters in Prague decided to use those on support of projects in the area of agriculture and agricultural education. A detailed description follows:

I. Agriculture

1. Development of Fruit Orchards in Azra District

This pilot project was aimed at re-establishment of traditional and potentially prosperous sector of agriculture in a remote and yet not fully integrated district of Azra. It focused on training local people in present-day methods of orchard management and fruit processing. As a secondary effect it strives to support self-sufficiency of local farmers and reinforcing ties between people of Azra and other districts by intensifying of their mutual trading.

Activities: Training, equipment, assistance, monitoring and evaluation.

Results:

Trainings took place in two phases: 1. establishment and preparation of land for future orchards (theoretical and practical part). 2. outplanting (theoretical and practical part)

Number of beneficiaries: 240 (each orchardman received tools, fertilizers and 60 pieces of fruit tree seedlings).

General impact will be measurable after 3 years – when distributed seedlings are expected to start to blossom and produce fruit.

2. Development of Cooperative Poultry Farms

Two pilot projects have been co-funded from Hellenic Contribution in this area. Their aim was to support establishment and sustainable operation of private poultry farms in different communities of Logar province under supervision and medical support of cooperatives which also guaranteed marketing of poultry products. Since poultry farming in Afghanistan is traditionally a women’s business, the secondary effect ought to be empowerment of women in local economy, and consequently in the Logar society as a whole.

Activities: Training, equipment, assistance, monitoring and evaluation.

Results of pilot I:

Trainings (divided into 2 parts: theoretical based on fundamentals of the poultry keeping and workshop) capacitated selected beneficiaries to establish small domestic farms and introduced to them functioning of the provincial veterinary laboratory. Beneficiaries received equipment (fencing, feeder, drinker, feeding mixture for 2 months, vitamins) and 50 pieces of poultry per beneficiary.

Number of beneficiaries: 80 (2 cooperatives; 40 farmers from each)

Distribution of poultry was conditioned by documented veterinary certification and construction of a hen-house by a beneficiary.

General impact will be measurable during 2011 – 2012.

Results of pilot II:

Trainings (divided into 2 parts: theoretical based on fundamentals of the poultry keeping and workshop) capacitated selected beneficiaries to establish small domestic farms and introduced to them functioning of the provincial veterinary laboratory. Beneficiaries received equipment (fencing, feeder, drinker, feeding mixture for 2 months, vitamins) and 50 pieces of poultry per beneficiary.

Number of beneficiaries: 40 (1 cooperative)

Distribution of poultry was conditioned by documented veterinary certification and construction of a hen-house by a beneficiary

General impact will be measurable during 2011 – 2012

II. Agriculture Education

1. Construction of Secondary Agricultural and Mechanical School in Pol-e Alam.

Since another area prioritized by the Greek representatives was the sector of (agricultural) education. CZ PRT has selected for co-funding a project of construction of a secondary agricultural and mechanical school in the provincial capital Pol-e Alam.

This is a multiannual complex project which includes creation ofarchitectural rendering, construction of school building, workshops, demonstration farms, dormitories, and their equipment. The agricultural and mechanical school in Pol-e Alam will be the first institution of its kind in the province of Logar.

For these reasons the project has been divided into 5 separate phases (design, school construction, demonstration farm, provision of equipment, dormitories construction). The Hellenic Contribution has been spent on the phase 2 “Construction of the main school complex”, which has been launched in autumn 2010 and is scheduled to be completed by the end of 2011. Upon the completion of the construction the CZ PRT will provide the Greek side with the final report on this project.

Actual progress to the end of May 2011:

Overall progress of the construction: 25% finished.

School building: ground floor completed, works continue on the 1st floor.

Workshops: Finished foundations.

Laboratories: Works on roof construction.

Toilets: Finished foundations.

Septic tank: Finished excavation.

Enclosure wall: 80% finished.

Out of the total amount of the Hellenic contribution of 300.000,- EUR, has the Czech PRT disbursed 190.704,- USD (147. 033,- EUR) in 2010. The remaining 62% of the Hellenic Contribution (310 350 USD) has been used in 2011 exclusively on the project “Construction of Secondary and Mechanical School in Pol-e Alam”.

Note: In the report from January 2011 - calculated 51% execution increased to 62% in 2011 due to fall of USD exchange rate.
