Ministr zahraničních věcí C. Svoboda:

Dámy a pánové, jsem velmi rád, že k tomuto setkání došlo. Je to druhé setkání ministrů Laekenské desítky, které je symbolické tím, že jsme schopni i při rozdílných požadavcích jednotlivých zemí hledat společná témata a prezentovat je.
Pokud jde o naše společné závěry, lze je vymezit takto: nikdo není připraven v nejbližší době uzavírat kapitoly zemědělství a finance. V opačném případě se budeme navzájem informovat. Máme zájem na zajištění lepšího finančního postavení než je to v posledním roce před vstupem, což je velmi citlivá otázka. Dále je naším cílem dosáhnout co nejkratšího přechodného období pro přímé platby a zachování stávající produkce. Máme zájem na tom, aby byla mezivládní konference svolána až v roce 2004, abychom měli možnost plnohodnotně se zúčastnit rozhodovacího procesu. Zároveň jsme se dohodli na tom, že si budeme vyměňovat informace při draftování přístupových smluv a přijali jsme společné prohlášení, které bude k dispozici.
Závěrem bych využil této příležitosti ještě jednou vyjádřit velké poděkování všem, kteří přijeli. Jsem velmi rád, že toto setkání proběhlo na vysoké úrovni, což dokazuje, že Laekenská desítka existuje.

Dotaz ČTK: Hovořili jste o dnešním jednání v Lucemburku, kde se ministři EU neshodli na financování rozšíření unie?

Ministr zahraničních věcí C. Svoboda:

Při tomto jednání jsme o této otázce nemluvili. Stejně tak se sešla ještě Visegrádská skupina a podepsala dokumenty týkající se stipendií. Ale přivítal bych debatu, která se týká všech přítomných účastníků. K pozici ČR odpovím separátně.

Dotaz ČT: Domníváte se, že se po dnešní schůzce mezi Vámi vytvořila taková situace, že zatvrzelý názor jedné z kandidátských zemí nezablokuje ostatních devět?

Ministr zahraničních věcí C. Svoboda:

Ano, myslím si, že se to velmi daří. Dokonce pro ČR zde je příznivá zpráva o pravděpodobném uzavření kapitoly Hospodářská soutěž. Takže se nám zdá, že atmosféra se skutečně mění a je velmi důležité, že naše solidarita a vůle ke spolupráci je něco, co dotváří mínění celé Evropy.

Dotaz Slovenského rozhlasu: Čo si sľubujete od toho, že budete spoločne postupovať v kapitole Poľnohospodárstva?

Ministr zahraničních věcí C. Svoboda:

Důležitá je nutnost vytvoření trvalého konkurenčního prostředí pro skutečnou a spravedlivou konkurenci pro zemědělce v jednotlivých členských státech EU. Zemědělství musí zůstat zachována stávající produkční schopnost s možností jejího výhledového růstu. Nepochybně musí být zachován i krajinotvorný charakter zemědělství. Těch úkolů je celá řada. V každém případě jde o to, že čím více budeme harmonizovat náš postoj při stanovování těchto obecných cílů, tím snadněji získáme lepší pozici vůči stávajícím členským státům EU.

Zástupce Estonska:

I would like to make two points. On the importance of our today's meeting, as historical as the meetings in Brussels or Luxembourg this week indeed, I think that the most important reason is that we have ten ourselves, we have very certain points what we jointly and commonly share in this very last stage of negotiations. Actually in this joint statement today you can see also that the issues like common agricultural policy and budgetary issues in principle, there are certain points where we are exactly on the same positions. And more concretely now on the agriculture, it is very much in our common interest, that all our farmers stay competitive after we join the EU. Of course, we have different quotas demands and every country is specific in our cases, but these basic principles are very much in common. And this is the idea of the whole meeting why we are here today and for what we should go to the end in the negotiating process.

Zástupce Slovinska:

This meeting is about being underestimated or being valued at the right price, so to say. I don't think that the Laeken 10 could be underestimated and we should not be underestimated. This is a strong group and we are speaking with one voice. This is a decision of today's meeting and I think it is a good message also for everybody else in the EU. Now, about being underestimated, we shall be defending the external borders of the EU once we become members and this is something that perhaps some people in Europe are appreciating enough. This will be extremely high-cost for many of our countries and we have also discussed this aspect. We have discussed the issue, and this is very serious issue, about not becoming net payers after becoming members. Our position should not deteriorate after having acceded the EU and again, this is a very strong message for our friends and colleagues in the EU. We don't want to be put into a category of second-class Europeans. We don't want with the accession to become an annex to the EU which would be governed by different or maybe even discriminating principles. This was a meeting, a conference of solidarity and of strength. I think that the message as such as it has been formulated today can help all of us and can help also EU to understand what is going on.

Dotaz Le Monde: Byla naplánována Vaše další schůzka? Uvažovali jste o tom, jak budete postupovat v budoucnosti po vstupu všech zemí do EU?

Ministr zahraničních věcí C. Svoboda:

We are going to organize the next meeting of Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia which will be held on the level of prime ministers and it will be in November this year. There are some possibilities, maybe in Warsaw, Brussels but in the text we are just speaking about our will to organize this meeting on the level of prime ministers.

Dotaz DPA: What's the soonest you expect closure on the agricultural chapter?

Zástupce Slovenska:

Sir, it's a difficult question. Maybe you should have asked when we think to open it. We are waiting for the joint position of the EU member states. It does not exist so we cannot start negotiations. So, that's what we are waiting for, that's what we are hoping for, that's what we are looking for. Hopefully, they will agree or work out the joint position and then we can negotiate in the way which would reflect also our interest, but generally we hope to conclude all the negotiations before the end of this year according to the time table which was adopted by the union.

Dotaz Reuters: I know you did not discuss today but would any of you like to comment on the meeting today in Luxembourg of the EU foreign ministers who failed to agree on financing enlargement and there have been proposals to cut back funding for the new future member states between the years 2004 and 2006. Would you consider this to be going in the way of second-class membership, is this something that is unacceptable to you?

Ministr zahraničních věcí C. Svoboda:

We need maybe more concrete information on the subject and it will be discussed on the Brussels summit. This is the point for the agenda on the Brussels summit.
