Born on 19th March 1945 in Očová (District of Zvolen). He studied at Faculty of Law of Charles University in Prague and Faculty of Law of Comenius University in Bratislava. In the period from 1985 till 1990 he worked as Head of Department of Economic Law of Comenius University in Bratislava. Since January 1990 till February 1991 he served as Dean of Faculty of Law of Comenius University. From January 1991 a Deputy of the Slovak National Council (for Movement against Violence, later on for Movement for Democratic Slovakia). In the period from June till December 1992 he was a Deputy of the Federal Assembly of the Czech and Slovak Federal Republic. Since 2nd July till 31st December 1992 he served as Minister of Foreign Affairs of the Czech and Slovak Federal Republic – he was the last Foreign Minister of the Czech and Slovak Federal Republic. After the dissolution of the Czech and Slovak Federal Republic and emergence of independent Slovakia he was appointed Minister of Foreign Affairs of the Slovak Republic (19th March 1993–14th March 1994) and on 14th March 1993 he was appointed Prime Minister. Later on he served as the Mayor of Bratislava.
