Deputy Minister Vladimír Galuška led the inter-ministerial delegation for the universal review of human rights records of the Czech Republic by the UN Human Rights Council.
The Governmental Commissioner for Human Rights took part in the delegation and coordinated the preparatory work for the review in collaboration with the Ministry of Foreign Affairs.
On October 22, 2012, the review of the Czech Republic’s human rights record was held, for the second time in a history, at the Human Rights Council in Geneva in the framework of the Universal Periodic Review. This mechanism assesses the human rights situations in all UN Member States in periodic four-year terms. During this session the delegation responded to questions, comments and recommendations posed by other States regarding the protection of human rights in the Czech Republic. The expert delegation was composed of representatives of the Ministry of Foreign Affairs, Office of the Government, Ministry of Justice, Ministry of the Interior, Ministry of Health, Ministry of Education, Youth and Sports, and Ministry of Labour and Social Affairs. The main issues raised during the review concerned the Roma situation, the protection of children’s and women’s rights, and the antidiscrimination legislation. The Czech Republic committed to present to the Human Rights Council a voluntary interim report on the progress made in implementing the recommendations which it accepted during the review. The next review of the Czech Republic’s human rights record is supposed to be held in 2017 and it will assess the implementation of these recommendations and the development of human rights situation.
The review was based on three main documents: national report of the Czech Republic, compilation of UN information, summary of stakeholders’ information. The video of the review process of the Czech Republic is available on the United Nations Webcast.
