Training in Prague for experts from the Eastern Partnership countries

From 21 to 25 October 2013, another training on Public Administration Reform at the local and regional level in the framework of Eastern Partnership will take place in Prague. Thirty experts – civil servants as well as NGO representatives - from all six Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine) will be among the participants.

The training has been organised by the Ministry of Foreign Affairs of the Czech Republic in cooperation with the European Commission and the European External Action Service, within the scope of the Eastern Partnership Panel on Public Administration Reform. The pool of lecturers will include civil servants as well as representatives of the civil society and academia from the Czech Republic, Denmark, Finland, France, Germany, Lithuania and Spain. The training will follow up on four similar events in 2010 to 2013, which were attended by some 90 experts from the Eastern Partnership countries.

The training is focused on sharing the experience between representatives of EU Member States and their colleagues from the Partner countries, as regards decentralisation of state functions, supporting the financial autonomy of local and regional governments, countering socioeconomic disparities in regional development, citizens’ participation at the local level, using the capacities of local and regional government associations and implementing e-governance. A presentation on the possibilities to finance relevant reform activities from EU funds will also be included. The invited experts will be able to use the information gathered at the workshop in their daily work. In developing expert cooperation with the Partner states, the Czech MFA wishes to contribute to its long term activities as well as to the implementation of the key strategic foreign policy document - the Conceptual Basis of the Czech Foreign Policy – by promoting EU values and standards in the Eastern Partnership countries.
