The Concept of Transition Policy and Description of Transition Promotion Program (TRANS)

 

On July 15, 2010, the Ministry of Foreign Affairs adopted a new concept of transition policy. The main goal of this concept is to define the task and role of transition policy in the broader context of Czech foreign policy, and present in a comprehensive manner its objectives and instruments that the Ministry has at its disposal, so as to provide guidelines for its implementation. This concept replaces and further extends the previous transition policy concept from March 31, 2005.

The main goal of this concept is to define the task and role of transition policy in the broader context of Czech foreign policy, and present in a comprehensive manner its objectives and instruments that the Ministry has at its disposal, so as to provide guidelines for its implementation.

This concept replaces and further extends the previous transition policy concept from March 31, 2005 and follows the Minister’s order no. 14/2007 to establish the Department of Human Rights and Transition Policy. It reflects the interconnection of the human rights and democracy promotion agenda, resulting from the establishment of the new Department.

The new concept follows the advances in the approach towards democracy promotion within the EU Common Foreign and Security Policy (CFSP). Furthermore, the aim of the concept is to clarify the transition policy objectives to both the external actors and the public.

The concept is based on a belief that the problems of human rights and democracy promotion are interconnected and hence should not be separated. Unlike the former transition policy concept that focused only on bilateral activities of the Czech Republic, the new one reflects also the role of the Czech Republic on multilateral level, including the debate on human rights and democracy within the EU structures. The five-year experience with TRANS program enabled the Ministry to set priorities more accurately and clearly define its instruments.

Finally, the concept is linked to both the development cooperation concept and the accents and framework positions of Czech Republic within the EU Common Foreign and Security Policy (CFSP).
