Transformation of Iraqi Society – Support for Civil Initiatives, Local Administrations and Their Mutual Cooperation

The presented project is a continuation of a three-year project focused on transformation support for local governments, civil organizations, other entities, and, above all, on mutual cooperation of entities that help form, influence, decide about, and manage public affairs in the area of southern Iraq (Lower South), in the provinces of Basrah, Missan and Thi-Qar. 

Pursuing the objective to improve the cooperation among different segments of local government, three training seminars were organised in Iraq in 2008. The trainings focused on PCM and cooperation between local ministry officials and provincial council members. Based on the evaluation of the trainings and demand from local ministries, PIN has also organised two additional seminars with content developed specifically for each directorate. In sum, 145 ministry officials and provincial council members were trained in the course of 2008.

PIN has continued to work on the development and maintenance of a web portal for Iraqi NGOs –

The objective to support mutual cooperation among NGOs, local government and private sector on community projects has been implemented through the system of microgrants. Following the successful participation at the training, two coalition projects led by local NGOs were awarded microgrants to carry out their projects – a school health awareness project in Missan and a construction of a family community center in Basra.

To strengthen public awareness of civil rights and with the aim to encourage citizens’ participation in public affairs, eight local NGOs have distributed 9 000 booklets in the three provinces in the Lower South of Iraq.
