Speeded-up procedures of processing national long-term visa

Project of facilitation for certain groups of applicants

1. Project “Welcome Package for Investors”:

The main aim of the project is facilitation of the long-tem visa procedure of the key personnel from the countries whose citizens do not need a visa for a short stay within the Schengen area and who need to obtain a long-term visa at earliest time in order to start investment project in the Czech Republic. The project aims at creating friendly procedures to potential investors and enhances the flow of direct foreign investment enabling the competitiveness of the Czech Republic. The target group of the project are corporate bodies, managers and key personnel of the companies that have been already formally/officially established in the Czech Republic and that need to transfer know-how of its activities from the country of origin to the Czech Republic or of the corporate bodies of already established companies.

The project started on July 2013 and is planned to run until the end of 2015 or until new legislation on the stay of foreign nationals enters into power. Main guarantor of the project is the Ministry of Industry and Trade, together with Ministry of Interior, Ministry of Foreign Affairs and Ministry of Labour and Social Affairs. 

2. Accelerated Procedure for Intra-Corporate Transfers and Localization of Foreign Investors’ Employees

The project was prepared by the Ministry of Industry and Trade in cooperation with the Ministry of the Interior, the Ministry of Labour and Social Affairs, and the Ministry of Foreign Affairs, with the aim of addressing the current needs of employers – international firms and Czech businesses in the Czech Republic – arising from the lack of sufficiently flexible legislation for intra-corporate transfers and localization of foreign investors´ employees.

The project lays down the rules and deadlines for the accelerated transfers and localization of intra-corporate employees of foreign investors (major undertakings operating internationally, innovative undertakings, production undertakings, major undertakings operating in services) for the employees to work in the Czech Republic.

The objective of the project is to streamline the procedure of the entry by and employment of foreigners from third countries in the Czech Republic under intra-corporate transfers (what is known as the posting of employees) or localization, thus providing the Czech Republic with enough of skilled workforce to maintain and increase its competitiveness.

“Accelerated intra-corporate transfer” – intra-corporate transfer of a foreigner investor´s employee who is employed at the foreigner employer and belongs to the social and health insurance system of the state where he/ she was posted from for the whole time of being transferred in the Czech Republic.

“Localization” - intra-corporate transfer of a foreigner investor´s employee who concludes a new working contract with the domestic employer and who is registered to the social and health insurance system in the Czech Republic.

The project started in 2012 and will run until 2015 or until the legislation governing intra-corporate transfers takes effect, as appropriate.

3. Accelerated procedure of residence permits to foreign nationals – students of the third countries

This project defines rules and processing times for the accelerated procedures of issuing the residence permits/long-term visas with the purpose of study to certain groups of foreign nationals. The target group of this project are students who were awarded with a scholarship of the Ministry of Education, Youth and Sports and according to the bilateral agreements, scholarships granted according to the Government Resolution No. 301 as of 25 April 2012 on the Strategy for Granting Government Scholarships for Students from Developing Countries in 2013-2018, and the students of CEPUS and International Visegrad Fund.

The project started on July 1, 2013 and will be terminatedin 2015 or until the legislation governing scholarship students takes effect. The main guarantor is the Ministry of Education, Youth and Sports.

4. Accelerated procedure for foreign patients who will undergo medical treatment in the Czech Republic

The aim of the project is facilitation for the patients of Czech spas who will undergo medical treatment longer than 90 days, mainly in arranging flexible cooperation of the medical centres/spas, applicant and relevant Czech authorities that are in charge of issuing the long-term visa for the patients, enabling them to obtain visa in shorter processing times.

The target group of this project are nationals from United Arab Emirates, Kuwait, Qatar and Oman.

The project started on November 1, 2012 and is planned to run until the end of 2015 or until new legislation on the stay of foreign nationals enters into power. Main guarantor of the project is the Ministry of Health, together with Ministry of Interior and Ministry of Foreign Affairs. 

All project enable processing the long-term visa/long-term residence permit application within 30 days.
