The result of the French referendum is a serious complication, but despite the surprising dominance of opponents of the Constitution, there is no need to put forth catastrophic scenarios. The decision of the majority of French citizens, who voted on the Treaty, is a signal giving reason for mobilization, rather than for rejection.

The event strongly suggests that attention should not be focused on seeking hurried and short-winded solutions. The European Union must act and use the next period for reflecting on the latest events and for seeking a strategic decision on its next steps. It is our belief that like many times in the past, it will prove true once again that everyone wants to build a Europe as a strong actor in the world.

The European integration project has already seen in the past all kinds of unexpected turns for the worse, yet energy has always been regained to carry on with the integration efforts. The same approach must be taken in this case. We are sure that France has enough inner strength to master the present situation and to overcome it as it has done many a time in the past.
