On 29th November 2007, President Putin signed the law on " Suspension of the Application of the Treaty on Conventional Disarmament in Europe by the Russian Federation". From 13th December 2007, the Russian Federation will stop fulfiling engagements embodied in this treaty. Information on Russian armed forces will not be delivered, inspections on the Russian territory will not be allowed and Russian inspections will not be send to signatory countries. The signature of President Putin puts an end to the legislative process concerning this matter.
The Czech Republic regrets that the Russian Federation took this
unilateral step. The current Treaty on Conventional Disarmament in
Europe and its adapted version, which is now in the process of
ratification, is a fundamental foundation-stone for building
confidence and transparency in Europe in the security area. The
unprovoked decision of the Russian Federation is fully its own
responsibility. The Czech Republic together with the other signatory
countries, especially NATO members, adhered and is adhering to the
letter and spirit of the Treaty on Conventional Disarmament in
Europe and its version which is to be ratified. The Russian
Federation by its decision to not to implement the Treaty confirmed
again its deviation from a cooperative attitude in security issues
in the Euro-Atlantic area. The Czech Republic does not consider
this decision a fatal one and calls on the Russian side for a
renewal of its adherence to engagements embodied in the Treaty and
its approach to security issues in Europe according to principles
and values of the Organisation for Security and Cooperation in
Europe (OSCE).
