(This article expired 18.05.2013.)

On May 20-21, 2012, the NATO Summit on the level of Heads of State and Governments will take place in Chicago. The Deputy Prime Minister and Minister of Foreign Affairs Mr. Karel Schwarzenberg will be a member of the delegation headed by the President of the Czech Republic Mr. Václav Klaus. The main summit topics include NATO defence capabilities, further role of NATO in Afghanistan and strengthening the cooperation with partners.

In the framework of NATO defence capabilities, the adoption of a “Defence Package” is expected. It will include initiatives and projects aiming at strengthening of the capabilities with the primary goal to safeguard their adequate development for collective defence tasks and crisis management in times of declining defence budgets of many countries of the Alliance.

The debate on Afghanistan will focus on a form of NATO engagement and role in the country after the year 2014, when the ISAF mission will finish its tasks and the process of transition to full Afghan security responsibility will be completed. Talks with non-NATO contributors to this operation will then tackle also the issue of sustainability of Afghan National Security Forces. The endorsement of the Strategic Plan for Afghanistan is expected as well.

Meetings with key NATO partners will take place in two formats. In the format of NATO member states and thirteen core global partners, the possibilities of strengthening the mutual cooperation beyond their active engagement in operations of the Alliance will be discussed. The main aim of the meeting with four countries aspiring to access to the NATO will be acknowledgement of a progress that those partners have achieved on their way to the fully-fledged membership in the Alliance.

A joint position of the Visegrad countries to the topics of the upcoming NATO Summit was presented in a form of the declaration “Responsibility for a Strong NATO”. The issue of defence capabilities is further developed in the joint communiqué of the V4 Ministers of Defence, which you can find on the website of the Ministry of Defence of the Czech Republic.
