Ambassador Václav Bálek obtained his M.A. degree at the Czech Technical University in Prague. He continued his academic carrier not only as lecturer at the university, but also as researcher at the Czech Academy of Sciences. After a business carrier he entered the Czech Diplomatic Service in 1998 and held several management posts in the sphere of security policy and political affairs as well as a diplomatic position in London.

From the beginning of his diplomatic carrier, he was involved in definining the Czech security policies in the EU. He came to Brussels in summer 2009 from the post of director of the Common Foreign and Security Policy Department, charged with directing the Political and Security Committee Section at the Czech Permanent Representation to the EU.
