Projev na recepci u příležitosti státního svátku 28. října

Jednalo se o první oficiální projev velvyslance po předání pověřovacích listin do rukou uzbeckého prezidenta Islama Karimova. Projev byl přednesen rusky, ale přítomným byl na velké plátno promítán překlad do angličtiny.

Ваши Превосходительства г-да Послы,
Уважаемые дамы и господа,

Я рад приветствовать Вас от имени Посольства Чешской Республики в Республике Узбекистан на торжественном приеме, посвященном государственному празднику Чешской Республики – Дню образования самостоятельного чехословацкого государства.

Сильный эмоциональный толчок, который наше общество получило после Первой мировой войны, когда на развалинах бывшей Австро-венгерской монархии возникла Чехословацкая Республика мы ощущаем и по прошествии 94 лет.

Несмотря на факт,что существование независимой Чехословакии было подвергнуто испытанию во время Второй мировой войны, пошатнуло во время у нас царящей социалистической системы и совместное государство Чехов и Словаков вовсе прекратило свое существование в январе 1993 года, народ Чехии считает 28-ое октября 1918 важнейшей датой своей истории.

Праздничное настроение связанно прежде всего с привлекательностью демократических идеалов, которые были заложены в основы так называемой Первой республики. 

Уважаемые дамы и господа,

Этот день я впервый раз праздную в Вашей прекрасной стране солнечном Узбекистане и мне выпала огромная честь представлять здесь интересы Чешской Республики.

С самого начала моего пребывания в Ташкенте я понял, что на сегодняшний день открывается широкое поле для развития традиционных дружеских отношений между нашими государствами. Мы отмечаем 20-летие со дня установления дипломатических отношений, в декабре у конституций Чехии и Узбекистана исполнится 20 лет и их день рождения отличается с разницей в 8 дней.

В наших политических отношениях появляется новый динамизм, бурно развивается межпарламентская дипломатия, имеется солидная договорно-правовая база, которую намерены дальше развивать. 

Чехия готова к продолжению успешно начавшемуся обмену опытом в области реформы судебно-правовой системы. 

Налицо развитие продуктивного сотрудничества по всему спектру чешско-узбекских двусторонних связей, но особое внимание уделяется поддержке двусторонних торгово-экономических отношений.

В преддверии 6-го заседания чешско-узбекской Межправительственной комисии по экономическому, промышленному и научно-техническому сотрудничеству, которое должно пройти в Праге до конца этого года, возможности нашего сотрудничества становятся все более очевидны.

 Есть интерес крупных чешских компании работать на перспективном узбекском рынке, Есть успешные проекты типа трамваи для Ташкента, пивзавод в Самарканде, картонно-бумажная фабрика в Ангрене, поставки оборудования для развивающейся узбекской промышленности и инфраструктурных проектов.

И в конце концов Есть понимание экономических процессов модернизации и развития в обеих государствах, которое способствует контактам на предпринимательском уровне.

Чехия готова предложить свои традиционные, но на европейскую и мировую технологическую уровень поднявшиеся разработки в области городской транспортной инфраструктуры, топливо-энергетическом комплексе и нефте-газовой промышленности, современной подземной добыче угля,  фармацевтике, легкой и перерабатывающей промышленностях.

У чешских предпринимателей есть много новых идей и предложений в области улучшения экологической ситуации, совершенствования туристической инфраструктуры и в других областях.

Уважаемые дамы и господа,

Чешская Республика с пристальным вниманием следит за активной внешней политикой Узбекистана, приоритеты которой четко и недвусмысленно определяются Президентом Исламом Абдуганиевичем Каримовым и последовательно реализуются на всех уровнях.

 Отдавая себе отчет о новой геостратегической значимости Средней (Центральной) Азии, принимая во внимание стратегические парадигмы регионального развития и понимая ключевую роль, которую играет Узбекистан в данном регионе, Чешская Республика и впредь готова развивать наши двусторонние отношения с польным пониманием к вопросам актуальной региональной безопасности.

Продолжается сотрудничество Чешской Републики и Республики Узбекистан на площадках международных организаций, обе наши страны – члены ООН и ОБСЕ, сотрудничают в вопросах укрепления мира и стабильности во всем евразийском регионе.

Чешские специалисты в рамках деятельности международных организаций предлагают узбекским партнерам свой опыт научно-практической деятельности в таких областях как эфективность систем орошения, геолого-сейсмические исследования или в работе наркологических служб.            

Уважаемые дамы и господа,

Зная то значение, которое придает Президент Узбекистана Ислам Абдуганиевич Каримов комплексному развитию молодого поколения и улучшению жизни всех слоев населения страны, нельзя обойти тему культурно-гуманитарного сотрудничества между Чехией и Узбекистаном.

В этой важной области наших отношений есть чем похвастаться.

 Наращивается обмен студентами, усиливается культурная презентация обоих государств, появляются переводы произведений чешской литературы на узбекский язык, экземпляры которых я имел честь подарить Президенту Каримову после церемонии вручения моих верительных грамот.

 Особо радует постоянный интерес граждан Узбекистана к посещению нашей страны, особенно Праги и курорта Карловы Вары, увеличивается число чешских туристов на Вашей прекрасной части Великого шелкового пути.

Сближению людей самым непосредственным образом помогает наличие прямого рейса Чешских авиалиний Прага-Ташкент, существование которого заметно не только в области туризма, но он способствует и налаживанию контактов между предпинимательскими структурами обоих стран.

В самом заключении не могу не упомянуть одно знаковое событие, которое наглядно сигнализирует будущее отношений между Чехией и Узбекистаном.

Наряду с уже в прошлом году открытым в городе Самарканде рестораном Злата Прага заработал в этом году в Праге на престижном месте на берегу реки Влтавы узбекский ресторан Самарканд.

Обилие, вкус и своеобразный характер узбекской и чешской кухни являются залогом укрепления чешско-узбекской дружбы ведь в многих языках мира существует пословица, что любовь проходит через желудок.   

Итак, позвольте поднять бокалы за дальнейшее процветание чешско-узбекских отношений, а также за Ваше здоровье и за здоровье глав обеих наших государств Их Превосходительств Вацлава Клауса и Ислама Каримова.

Желаю Вам всем приятно провести время и приятного аппетита.

Dear Deputy Prime-Minister of the Republic of Uzbekistan Mr  Ulugbek Ubaydullaevich Rozukulov,

Excellencies Ambassadors,
Ladies and gentlemen,

I am pleased to welcome you on behalf of the Embassy of the Czech Republic in the Republic of Uzbekistan at the ceremonial reception dedicated to the major public holiday in the Czech Republic - Day of the formation of an independent Czechoslovak state.

Strong emotions which filled our nation after the First World War, when - on the ruins of the former Austro-Hungarian Empire - Czechoslovak Republic emerged, can be felt even today, 94 years later.

Despite the fact that the existence of independent Czechoslovakia was put to the test during the Second World War and the political system was much distorted during the time of the socialist regime and the common state of Czechs and Slovaks ceased to exist in January 1993, the people of the Czech Republic considers the 28th October 1918 a crucial date in its history.

The festive mood is very much fostered by the democratic ideals, which were the founding ideas of the so-called First Republic.

Ladies and gentlemen,

I am celebrating our National Day for the first time in this beautiful country, sunny Uzbekistan, and it is a great honor to represent the interests of the Czech Republic here.

Since the beginning of my stay in Tashkent, have I realized that at present days there is a wide field opening for further development of the traditional friendly relations between our two countries. We celebrate the 20th anniversary of the establishment of diplomatic relations, in December the Constitutions of the Czech Republic and Uzbekistan will be 20 years old and their birthdays are only 8 days apart.

 In our political relations there is a new dynamism, inter-parliamentary diplomacy is rapidly developing, there is a solid legal/contractual framework, which we intend to develop and expand even further.

The Czech Republic is ready to continue to be engaged in an exchange of experiences in the reform of the judicial system.

There has been development of fruitful cooperation across a whole spectrum of the Czech-Uzbek bilateral relations, but special attention is given to the bilateral trade and economic relations.

Not long before the 6th session of the Czech-Uzbek intergovernmental Commission On Economic, Industrial And Scientific-technical Cooperation, to be held in Prague later this year, the potential for our cooperation becomes more and more visible.

Large Czech companies are interested in getting established on the perspective Uzbek market; there have been several “success stories” such as the Czech trams for Tashkent, the Samarkand brewery, cellulose and paper factory in Angren, supply of equipment for the developing Uzbek industry and infrastructure projects.

And finally there is an understanding of economic processes of modernization and development in both our countries, which promotes contacts on the business level.

The Czech Republic is ready to offer its traditional but at the same time up-to-date European and World top technologies reaching machines and technologies in the field of urban transport infrastructure, fuel and energy sector and the oil and gas industry, modern underground mining or pharmaceutical, light and processing industries.

Czech entrepreneurs also have a lot of new ideas and suggestions how to improve the environmental situation, functioning of the tourist infrastructure and other areas.

Ladies and gentlemen,

The Czech Republic closely and attentively observes the active foreign policy of Uzbekistan, the priorities of which are clearly and unambiguously determined by the President Islam Karimov and consistently implemented at all levels.

Being aware of the new geo-strategic importance of Central Asia, taking into account the strategic paradigms of regional development and understanding the crucial role played by Uzbekistan in the region, the Czech Republic is ready to continue to develop our bilateral relations with a full understanding of the issues of regional security.

Cooperation continues between the Czech Republic and the Republic of Uzbekistan on the grounds of international organizations, both our countries - members of the UN and the OSCE, cooperate in promoting peace and stability throughout our entire Euro-Asian region.

Czech experts, in the framework of international organizations, offer the Uzbek partners their experience in scientific and practical activities in the areas of effectiveness of irrigation systems, geological and seismic studies or the area of narcotic and drug abuse social services.

Ladies and gentlemen,

Knowing the importance attached by the President of Uzbekistan Islam Karimov to comprehensive development of young generations and to the overall improvement of the lives of the entire population of the country, I cannot leave aside the topic of cultural and humanitarian cooperation between the Czech Republic and Uzbekistan.

In this important area of our relationship there are projects to be proud of.

 The number of exchanging students is growing, the cultural presence of the two countries is increasing, there are new translations of Czech literature into the Uzbek language, copies of which I had the honor to present to President Karimov after the credentials ceremony.

I am happy about the continuing interest of the citizens of Uzbekistan to visit our country, especially Prague and Karlovy Vary, while the number of Czech tourists to your beautiful part of the Great Silk Road is also growing.

Bringing people directly together is considerably supported by the existence of the direct flight of the Czech Airlines between Prague and Tashkent; its existence is welcome not only by tourists, but it significantly contributes to the establishment of contacts between business structures of both our countries.

In conclusion I cannot forget one significant event, which clearly indicates the future of relations between the Czech Republic and Uzbekistan.

Following the several-year working restaurant Zlata Praha in Samarkand, earlier this year in Prague, at a prestigious location on the banks of the Vltava River, an Uzbek restaurant Samarkand was opened.

Wealth, taste and distinctive character of the Uzbek and Czech cuisines are a sure guarantee symbolizing the strengthening of the Czech-Uzbek friendship - after all, in a number of languages there is the proverb saying that “love goes through the stomach”.

So, let us toast to the future prosperity of the Czech-Uzbek relations, as well as to your health and the health of the heads of both our nations Their Excellencies Vaclav Klaus and Islam Karimov.
