Call for the supply of IT equipment

The Czech Development Agency (CzDA), a government organizational unit subordinated to the Czech Ministry of Foreign Affairs, seeks implementer for the supply and installation of IT equipment (see. Annex no. 1 of this document) and execution of basic training of personnel in its use.

Length of contract: November-December 2015

Total amount: 12 500 EUR

 

 

1. Justification of tender

Supply of IT equipment is part of the project "Support to the self-governance reform process in Georgia" (CzDA-GE-2013-18-15112/4), Georgia. The aimof the project is to support the ongoing self-governance reform process in Georgia by advisory services on fiscal decentralisation and advisory services focused on education of civil servants.

2. Subject of the tender

In order to fulfil this demand, implementer will ensure the supply and installation of IT equipment specified in Annex no. 1 of this document. Additionally the implementer will provide the basic training of personnel (at least 2 people) in the use and maintenance of the supplied equipment. Supplied equipment must be covered by at least 12 months warranty.

3. Required qualifications

The qualifications for this Public Contract shall be proven in the following way and according to the requirements specified below:

  • The applicant shall demonstrate that he himself/she herself or one of his/hers suppliers has already delivered a contract of supply of the same or similar IT equipment, having a similar or higher financial value and same or higher quality.
  • By presenting an extract from the Public registry, Businesses and Property registration if the applicant or his/her supplier is registered there, or an extract from another similar register if he/she or his/her supplier is registered there. Extracts from the Public registry, Business and Property registration may not be older than 90 calendar days.
  • By providing proof of the clean criminal record (Legal Entity of Public Law-Service Agency of the Ministry of Internal Affairs) of the applicant’s statutory representatives.

In cases where the proof of the qualification is provided through sub-suppliers, the applicant is obligated to submit to the Contracting Authority a contract concluded with the sub-supplier that proves the sub-contractor’s commitment to provide services designated for the performance of the Public Contract by the applicant or to provide items or rights that the supplier will be authorized to handle when delivering the Public Contract, namely at least in the scope in which the sub-supplier proved his compliance with the qualification requirements.

 

Consequences of non-compliance with the qualification requirements

 

Applicants who do not comply with the qualification requirements in the required scope shall be eliminated by the Contracting Authority from participating in the tender proceedings.

 

Authenticity and age of documents

 

The applicant shall deliver simple copies of the documents proving his/her compliance with the qualification requirements. Documents proving compliance with the qualification requirements that are in a language other than English must be delivered in an officially translated version. Documents proving compliance with the basic qualification requirements as well as the extract from the Public registry, Business and Property registration may not be older than 90 calendar days on the last day as of which the qualification compliance is to be proven.

 

Requirements for the offer, applicants in its offer shall submit the following documents:

  • Basic documents to prove the qualification (substantiation of the contract realization  focused on the supply of IT equipment in the same or a higher price than the price of the supplied equipment, certificate of incorporation and criminal record)

  • Contract performance description: the candidate prepares a 1-2 page description of the supplied goods and the process of realization of the contract performance. The document shall include:

    • Technical item description,

    • Details on installation and basic training including timeframe,

    • Confirmation that the supplied equipment is covered by warranty. The minimum warranty is 12 calendar months.

  • Duly completed structural budget

The method of tenders’ evaluation:

 

  • The price offer for the supplied goods: 100%

The applicant with the lowest price offer will be chosen as winning.
