The Czech Republic participated in debates leading to eventual establishment of the Peace Building Commission (PBC). We see as one of the priorities for PBC to engage in early warning to possible setbacks and risks in the countries on the agenda. Thus, PBC can better serve GA , SC and ECOSOC in identifying optimal mix of measures and taking concerted action in optimal way in building sustainable peace. We believe that PBC is one of the real major achievements in the UN Reform. That is why we were among the first countries that have contributed to the Peace-Building Fund (PBF). By the end of May 2007 there were 32 donor countries that have contributed or promised contribution to the PBF. The Czech Republic contributed by the amount of $ 50.000. The total financial resources allocated for PBF amounted to $ 35 mil.

The Czech Republic has also become a new member of the PBC Organizational Committee (OC) and as such would like to commit itself to active contributions to the activities of both the OC and the Country-Specific meetings that we view as a crucial base for success in the countries on the PBC agenda. We are in a position to offer some capacities and know-how and thus assist to post-conflict democratic processes and protection of human rights. We know that the overall reconstruction and rehabilitation remains incomplete without full inclusion of civil society and private sector. That is why these should have an active participation in the Country Specific Meetings. It is crucial to focus on transitional justice projects and planning because it is important for reconciliation forgiveness, but permanent peace must be built on foundation of Rule of Law, inclusion of civil society and free access to information. PBC can only facilitate, peace must be built and kept by domestic actors.
