V4 East Solidarity Programme: call for proposals from Azerbaijan to be delivered until 10 June 2020

In its capacity of the International Visegrád Fund (IVF) Contact Embassy in the Republic of Azerbaijan, the Embassy of the Czech Republic is proud to announce a call for proposals under the IVF’s V4 East Solidarity Programme. The purpose of the Programme is to provide aid dedicated to the practical strengthening of health, social and economic resilience of vulnerable groups of citizens affected by the impacts of the COVID-19 pandemic in the Eastern Partnership countries.

Eligible beneficiaries from the Republic of Azerbaijan are invited to send their applications to baku@embassy.mzv.cz until 10 June 2020, Baku time. Please note that applications received later will be disregarded.

The “V4 East Solidarity Programme for the Eastern Partnership Countries” (the “Solidarity Programme”) is an extraordinary financial support scheme announced in a joint statement by V4 Foreign Ministers in Prague on April 8, 2020. The Solidarity Programme will be operated by the International Visegrad Fund and will provide up to €250,000 in aid dedicated to the practical strengthening of health, social, economic resilience of vulnerable groups of citizens in the Eastern Partnership (EaP) countries affected by the impacts of the COVID-19 pandemic.

The Solidarity Programme’s overall volume is €250,000 which shall be released directly from the Visegrad Fund to a single or more legal entities in each EaP country. The Solidarity Programme provides financial contributions in the form of untied aid covering the most urgent medical, technical, economic and social needs and respecting the parameters of vulnerability. Where possible, attention should be given to projects which utilize V4 region’s experience with (smart/innovative) solutions dealing with the pandemic or directly provide material support from V4 countries. The support is to be framed as “V4 support” and acknowledgements of the fact shall be made wherever possible, especially when publicly announcing the funding opportunity/results. Explicit acknowledgement of Visegrad Fund’s contribution shall be made at any relevant occasion.

Procedure:

- The recipients shall be identified and agreed upon by a panel of V4 embassies in each EaP country under the coordination of the Visegrad Fund’s contact embassy in each country (in the case of the Republic of Azerbaijan, the Embassy of the Czech Republic in Baku, hereinafter “Contact Embassy”);

- When identifying local needs, relevant recipients and to ensure cost-effectiveness, the panel of V4 Embassies may contact state and local authorities or other relevant partners with local expertise for references;

- The Contact Embassy shall serve as a contact point between the selected recipients and the Visegrad Fund;

- The panel of V4 embassies shall make a unanimous decision on the list of beneficiaries based on their accumulated local experiences;

- The Visegrad Fund shall be responsible for contracting the selected recipients and allocating the financial contribution to them;

- Project activities shall be monitored by the panel of V4 embassies.

Eligibility:

Any local public or private legal entity with the seat in the EaP country (municipalities, public health and social institutions, private companies such as medical or social facilities, non-governmental organizations).

Institutions of central state administration (state agencies, ministries, state-funded cultural institutes, state-owned companies) and natural persons are not eligible.

Budget and duration:

The number and size of projects are subject to the unanimous decision of the V4 panel in the EaP countries. Minimum size of the project in the amount of €5,000 is recommended while the maximum sum of support for Azerbaijan is €25,000. The duration of the implementation period shall be up to 12 months.

Format:

Each project shall be presented in the application form (see the attachment) containing a brief, up to 1-page English summary describing its nature and purpose, budget breakdown with prices in EUR (€) and organization details.
