Starting February 1 2016 applicants having permanent residence/Hukou in SICHUAN, YUNNAN, GUIZHOU and CHONGQING, travelling to the Czech Republic are eligible to apply for short term Schengen visa at the Consulate General of the Czech Republic in Chengdu.
