TECHNICAL SUPERVISOR

Wastewater Treatment Plant in Hîncești

The Czech Development Agency (CzDA), the operational unit of the Czech Development Cooperation (CDC), is looking for a Technical Supervisor (part time) for the project “Wastewater Treatment Plant in Hîncești, Moldova.

  1. Background and Introduction

The Czech Development Agency has been delegated by the Czech Government to implement a complex project to tackle the problems related to wastewater management in municipality of Hîncești in Moldova. Due to the improper wastewater management and the inappropriate wastewater treatment infrastructure, the environment suffers from contamination of soil and underground water reservoirs. The aim of the project is to renovate the wastewater treatment management in Hîncești. The overall objective of the action is to contribute to the improvements in the protection, use and development of water resources, water quality, restoration of water resources, elimination of pollution, increase in the availability of quality drinking water and wastewater management in Moldova.

To support the Czech Development Agency in Chisinau in ensuring a successful implementation of this project, CzDA is recruiting an experienced Technical Supervisor for approximately 36 months starting in December 2019.

Czech Development Cooperation has a long-standing partnership with the Government of Moldova. The CzDA supported several Wastewater Treatment Plants in Moldova (e.g. Cimişlia and Nisporeni).

  1. Detailed Terms of Reference

Under the supervision of the Czech Development Agency and the Embassy of the Czech Republic in Chisinau, the Technical Supervisor will be responsible for detailed supervision, monitoring and communication of project activities. He/She will be responsible for measuring performance and reporting on project results and outcomes. This position is based in Hîncești/Chisinau.

Specific Duties

  • Wastewater Treatment Plant technical supervision in frequency app. 1 time per week.

  • Monitoring and quality control of construction and technical works in compliance with the CzDA project documentation, respective laws, technical norms and technical procedures

  • Participation during the inspection days, writing records to the construction diary, communication with the building contractor in order to ensure proper realization of the construction

  • Preparation and control of CzDA project documentation for obtaining the construction permit if needed

  • Monthly narrative reporting and brief reporting after each visit on the construction site

  • Other duties as required

     

     

     

  1. Responsibilities and Coordination

The Counsellor for Development and Economic Affairs at the Embassy of the Czech Republic in Chisinau has the overall responsibility concerning all disciplinary and organizational matters of this contract. Close cooperation with the responsible Project Manager - based at CzDA headquarters in Prague - is required. Coordination and cooperation with the Czech subcontractor (implementing company) is a core task of the assignment.

  1. Requirements and Qualifications
  • University degree in construction, construction management, engineering, waste water management or other relevant field; post-graduate degree (Master level or higher);
  • Proven experience and track-record in authorized supervision and monitoring of construction works and/or technical projects;
  • At least 5 years work experience in construction/technical sector; experience with wastewater treatment plants is an advantage;
  • Prior experience in Moldova is highly desirable;
  • Excellent written and oral communication and reporting, skills in Russian are required. Knowledge of English would be an advantage;
  • Proficiency in Microsoft Office applications, especially Outlook, Word and Excel applications;
  • Ability and willingness to travel within Moldova;
  • Excellent interpersonal/social and communication skills;
  • Adherence to highest standards of ethics.

The minimum salary for this position depends on qualification and experience.

Contract duration: 12 months, with the possibility for extension.
