Application of the European Charter of Local Self-Government by the Czech Republic discussed at the Council of Europe

On 26 October 2022, the Congress of Local and Regional Authorities of the Council of Europe adopted a report on the implementation of the obligations arising for the Czech Republic from the European Charter of Local Self-Government. The discussion of the report was attended by a delegation of the Ministry of the Interior led by the Deputy Minister for Public Administration and eGovernment David Sláma, who delivered a speech in the plenary of the Congress.

The report acknowledged a qualitative shift in Czech public administration compared to the 2011 report and called on the Czech Republic to ratify the remaining articles of the Charter. The Czech Republic acceded to the Charter in 1999 and reserved the right not to apply a total of six provisions of this international treaty. Among other things, the adopted recommendations call on the Czech Republic to ratify the articles that have not yet been ratified. The delegation, led by Deputy Minister Sláma, also held a bilateral meeting with the President of the Congress, Leendert Verbeek, to discuss current issues such as the impact of the energy crisis or migration in the context of local self-government, the ageing of population and the development of smart cities.

The Congress of Local and Regional Authorities is a Council of Europe body that brings together local and regional government representatives from the 46 member countries of the Council of Europe. The Charter was adopted in 1985 and is now ratified by all Member States.
