Deputy Minister Smolek at International Conference of the Red Cross and Red Crescent

 

Deputy Minister of Foreign Affairs Martin Smolek leads the Czech delegation at the 32nd International Conference of the Red Cross and Red Crescent which takes place on December 8 - 10, 2015 in Geneva. Martin Smolek delivered a statement in the general debate addressing the most pressing issues of international humanitarian law.

In his speech, Deputy Minister Smolek referred to the main theme of the Conference: Power of humanity: Fundamental Principles in action that reflects the 50th anniversary of the proclamation of the Fundamental Principles of the Movement. In this respect, Deputy Minister Smolek addressed the necessity of strengthening the principles of international humanitarian law in two main areas – the compliance with international humanitarian law and strengthening the legal protection of persons deprived of liberty in non-international armed conflicts.

The International Conference meets every four years in a unique setting including the State Parties to the Geneva Conventions, representatives of the International Committee of the Red Cross and the International Federation of the Red Cross and Red Crescent Societies, which associates national societies of both organizations. The main topic being discussed at the 32nd International Conference is the question how to strengthen the compliance with international humanitarian law, particularly the proposal to establish a new mechanism based on a regular Meeting of States in order to discuss the current issues in this field.
