The XXIX. Annual General Meeting of the Council of Managers of National Antarctic Programmes Held in Brno from July 31 to August 2, 2017

 

Brno hosts the XXIX. Annual General Meeting of the Council of Managers of National Antarctic Programmes (COMNAP) from July 31 until August 2, 2017. Masaryk University in Brno, which operates the Johann Gregor Mendel Czech scientific station in Antarctica since 2007, is a member of the international association of Managers of National Antarctic Programmes since 2013. The same year the consultative status of the Czech Republic as a Contracting Party to the Antarctic Treaty was also recognized, effective as of April 1, 2014.

The Director of the International Law Department of the Ministry of Foreign Affairs of the Czech Republic Mr. Petr Válek made opening remarks. In his speech he mentioned the necessity of the logistical cooperation among States, because it is a basis for scientific research in Antarctica. He reminded that by the establishment of the Czech scientific station in Antarctica the Czech Republic met the requirements of the substantial scientific research in Antarctica according to Article IX, para 2 of the Antarctic Treaty, and a consultative status of the Czech Republic as a Contracting Party to the Antarctic Treaty was recognized. The consultative status entitles the Czech Republic to jointly take part in decisions on the future of Antarctica. In connection with the status the Czech Republic will host the XLII. Antarctic Treaty Consultative Meeting (ATCM) in 2019. Unlike the logistical matters that are being predominantly discussed in COMNAP the ATCM addresses also topics of scientific activities, tourism and non-governmental activities, exercise of jurisdiction, protection of environment and  historical objects.
