Statement of the MFA on the 2005 Comprehensive Monitoring Reports on Bulgaria's and Romania's Preparations for EU Accession

On 25th October 2005 the European Commission adopted the
2005 Comprehensive Monitoring Reports on Bulgaria's and Romania's
preparations for EU accession.
The MFA of the CR considers the EU Report to be objective and
well-balanced. The Report is in accordance with the position of the
Czech Republic, which is durably in favor of the accession of
Romania and Bulgaria to the EU. Possible further political
decisions of the EU should not be taken in haste. The MFA position
is based on a general support of the CR to a further EU enlargment,
the accession of Bulgaria and Romania will contribute to a stronger
EU position in the world from the international policy point of
view.
The EC confirmed in the 2005 Monitoring Report progress in
meeting economic, administrative and legislative criteria during
the last year on Romanian and Bulgarian side. According to the
Report, both countries should not slow down the internal
preparations in the final period before the scheduled accession,
but on the contrary should accelerate the preparations process.
Concerning the insufficiencies, the EC states that despite a
certain progress of both countries, there is still room for
important improvement in the area of the fight against corruption
and in the agriculture, justice and interior chapters. In addition
they should also improve administrative capacities and the
efficiency of public administration.
The EC confirms, that the next Monitoring Report will be
submitted to the EU Council and the European Parliament in April or
May 2006. This Report will be the basis for a possible political
decision on an eventual postponement of the accession of Bulgaria
and Romania to the next year - on 1st January 2008. With regard to
the necessity of the adoption of budget measures for 2007, the EC
reminds to member countries, that if there is a political decision
on postponement, it has to be taken before June 2006.
