Statement of the MFA on the so-called “Representative centre of Donetsk People's Republic” in Ostrava

 

The self-proclaimed Donetsk People's Republic cannot have any kind of diplomatic mission or consular post in the Czech Republic, because this entity is not a state, the Czech Republic does not recognize it as a state, and therefore could not have established diplomatic  or consular relations with it.

The entity called by some the "representative centre” or “representative office” of the so-called Donetsk People's Republic is according to our information only a registered association according to the Czech Civil Code registered by the regional court in Ostrava under the name “Zastupitelské centrum DNR, z.s.” and cannot be regarded as a diplomatic mission or a consular post. The MFA does not and will not maintain any relations with the “Centre”.

Consular posts, including those headed by honorary consular officers, may be established in the territory of the receiving state only with that state’s consent. No such consent was given and due to the abovementioned reasons cannot be given by the MFA in this case.
Concerning Ms. Nela Lisková, who titles herself the “honorary consul” of the so-called Donetsk People’s Republic, the MFA has sent a letter to Ms. Lisková urging her to immediately cease using the “honorary consul” title.
