London’s New Ultra Low Emission Zone is active from 8 April 2019.

The new charge to enter London for less environmentally friendly motorbike, cars, coaches and lorries started on 8 April 2019. For those vehicles not compliant with the minimum engine standards there will be a charge of GBP12.50 a day for motorbikes, cars and smaller vehicles and GBP100 a day for coaches, lorries and larger vehicles.

The Ultra Low Emission Zone (ULEZ) which covers the present Congestion Zone area started working on 8 April 2019. The zone is active 24 hours a day 365 days a year. All vehicle types of will have to comply with the new emission standards including motor bikes/scooters, cars, vans, buses/coaches, lorries/HGVs (see link below).

Czech and other foreign registered vehicles which have engines that meet the ULEZ standard should register on the Transport for London (TfL) website in order to avoid the ULEZ charges. From 8 April 2019 all vehicles travelling within the Congestion Charging Zone (which has a separate charge that has to be paid for in addition to the ULEZ) will be included and only those with the following engine types (minimum) will be exempted from the charge:

  • Euro 3 for motorcycles, mopeds, motorised tricycles and quadricycles (L category)
  • Euro 4 for petrol cars, vans, minibuses and other specialist vehicles
  • Euro 6 for diesel cars, vans and minibuses and other specialist vehicles
  • Euro VI for lorries, buses and coaches and other specialist heavy vehicles

You will need to show a copy of the vehicle’s registration document and a copy of the Certificate of Conformity (or if you don’t have this a letter from the manufacturers homologation department).

The ULEZ will operate 24/7 and the cost for non-compliant cars, vans and motorbikes will be GBP12.50 per day and GBP100 for HGV’s, lorries and coaches if driving within the area. The current fines for non-payment are GBP160 or GBP80 if it is paid within 14 Days of the date on the penalty notice and GBP1000 (GBP500 if paid within 14 days of the date) for HGV’s, coaches etc. The firm ‘Euro Parking Collection’ currently handles the collection of fines for foreign registered vehicles and does send penalty notices to the registered keepers of Czech vehicles.

Drivers affected by the ULEZ charge can pay by midnight on the day of the journey or up to 90 days in advance.

 

This zone will be extended to cover all of London between the A406 North Circular Road and the A209 South Circular Road on 21 October 2021.
