Short-term visa in connection with the state of emergency in the Czech Republic

How should you process your visa fee given the state of emergency in the Czech Republic?
1/ Foreigners with approved Schengen visa who were not able to travel to the Czech Republic due to the declared state emergency on 14th March 2020 can apply for their visa again after the expiration of the state of emergency. Foreigners have to apply with new visa application and all supporting documents (new hotel bookings, new flight bookings, new insurance etc.) and evidence that their visa was not used (no exit and entry stamps in the passport). The visa fee will be free of charge (service VFS fee is not refundable). In case of multi-entry visa this procedure is not applicable.
2/ Foreigners with accepted visa applications that were not decided before 14th March 2020 due to the state of emergency in the Czech Republic can apply for a new visa with all supporting documents (new hotel bookings, new flight bookings, new insurance etc.). The visa fee will be free of charge (service VFS fee is not refundable).
3/ All new documents are mandatory for the new visa application
4/ The service fee to VFS outsourcing company is excluded
