OSCE Structured Dialogue on the Current and Future Challenges and Risks to Security

The first discussions within the OSCE Structured dialogue among senior officials from capitals and ambassadors of the OSCE participating States focused on fostering a better mutual understanding of current and future security threats perceptions and took place in Vienna on 7 April 2017.

The discussion in Vienna started the process of the Structured Dialogue was launched by the Ministers of Foreign Affairs at the meeting of the OSCE Ministerial Council in Hamburg last December. It should address wider politico-military sphere and explore possibilities of overcoming divergences, reversing current negative developments in European security and reinvigorating co-operation. According to Ambassador Eberhard Pohl, Chairperson of the Informal Working Group on Structured Dialogue, the leading principles of the dialogue should be transparency, respect and inclusiveness. The Special Representative of the Austrian OSCE Chairmanship and its Co-ordinator on the Structured Dialogue Christian Strohal noted that these discussions could contribute to more transparency, more predictability and more co-operation and thus reverse the trend of eroding of the trust among the participating States and the trust of citizens in security organizations.

The next meetings of the Structured Dialogue will address, among other things, recent developments in military doctrines and trends in military force postures.
