Employee Card and a Visa for a Stay Over 90 Days Purpose “Business” – Important Changes from September 1, 2019

In order to secure sufficient resources of manpower for the Czech labour market and in line with the concept of regulated economic migration, the Government of the Czech Republic enacted the Government Regulation No. 220/2019 of August 26, 2019, which introduces the quotas of employee cards and long-term visa business applications. The regulations enter into force on September 1, 2019.

The concept of regulated economic migration aims to increase the presence of qualified employees from selected countries on the Czech labour market.

The Government of the Czech Republic approved the “PROGRAM India” which sets the quotas of employee card applications to 600 per year. The quota only effects the legal residents of India.

Applications for admission to the Program are assessed by the following business associations and agencies:

  • Czech Chamber of Commerce + its regional offices;
  • Confederation of Industry of the Czech Republic;
  • Confederation of Employers' and Business Associations of the Czech Republic;
  • Association of Small and Medium-Sized Enterprises and Crafts CZ;
  • Chamber of Agriculture CZ;
  • Chamber of Food-processing industry CZ;
  • Union of Agriculture CZ;
  • Chamber of Forestry-woodworking industry CZ;
  • Association of Private Agriculture CZ;
  • Investment and Business Development Agency CzechInvest.

For the Embassy of the Czech Republic in New Delhi, the quotas per year are: 100 employee card applications accepted out of the Program and 24 long-term visa business applications. This type of application may be lodged by legal residents of India, Nepal, Bangladesh, Bhutan, Srí Lanka and the Maldives. The limits established by the Government Regulation shall not be exceeded, hence the embassies are not entitled to exceed the limits under any circumstances. The quotas regarding the number of long-term business visa applications are hereby set to 24 per year, out of which 12 applications are dedicated to “Key and Science Personnel Program”.

This type of application may be lodged by the legal residents of India, Nepal, Bangladesh, Bhutan, Sri Lanka and the Maldives. The limits established by the Government Regulation shall not be exceeded, hence the embassies are not entitled to exceed the limits under any circumstances.

Key and Science Personnel Program-  Applications for admission to the Program are assessed by the Ministry of Industry and Trade and Business and Investment Support Agency - CzechInvest.

The quotas will be equally spread out across the 12 months.
