EU External Cooperation Financial Instruments – IPA

Instrument for Pre-Accession Assistance (IPA)

The Instrument for Pre-Accession Assistance (IPA) is a means by which the EU supports financial and technical assistance for reform in "enlargement countries". IPA funds build the capacity of countries throughout the accession process, leading to progressive and positive developments in the region. For the period 2007-2013, the IPA had a budget of around € 11.5 billion; its successor, IPA II, builds on the results already achieved by allocating € 11.7 billion for the period 2014-2020. The current beneficiaries are: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, Northern Macedonia, Serbia and Turkey.
