Dr. Tegnell mentioned some backgrounds that can look like a different Swedish strategy to fight with COVID-19 pandemic. 

High level of confidence for the national authorities.

Individual has a lot of responsibility on their own not to transmit the disease.
Avoid contact as much as possible and work from home.
While most of the measures were voluntary focused on individuals, some were legal directed at shops, restaurants, events organisers etc.
Try to focus regulations on really dangerous areas.
Very few outbreaks of disease were in restaurants and elementary schools, so they could stay open.
