Annual session of the First Committee of the UN General Assembly

The First Committee of the UN General Assembly held its annual session from 29 September to 4 November 2022. The issues considered by the First Committee range from disarmament and non-proliferation of weapons of mass destruction, to space security, cybersecurity or conventional weapons. This year’s session, similarly to most deliberations in other UN fora, was marked by the unprovoked Russian aggression of Ukraine and its consequences on the security of Europe and beyond. The Czech Republic delivered three statements in its national capacity during the thematic debates on nuclear weapons, other weapons of mass destruction and on conventional weapons (full statements are available below the article).

In all of its statements, the Czech Republic strongly condemned the Russian aggression of Ukraine. In the context of the disarmament agenda, the Czech delegate stressed the importance of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), expressed full support to the International Atomic Energy Agency (IAEA), and called for the completion of the ratification process of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and its entry into force. Regarding conventional weapons, the Czech Republic reiterated its support for the process of universalization and full implementation of the Arms Trade Treaty (ATT). On the issue of other weapons of mass destruction, it condemned the violation of the Chemical Weapons Convention by Syria and Russia. In the context of the preparations for the 9th Review Conference of the Biological Weapons Convention (Geneva, November-December 2022), the Czech delegate warned against false accusations made by Russia against Ukraine and the US regarding their cooperation programs on biosecurity and stressed the need to look for consensual solutions to further strengthen the Convention.

In its role as the President of the Council of the EU in the second half of 2022, the Czech Republic made in the First Committee several statements (explanations of the vote) in the name of the EU and its Member States (see also the EEAS New York website).
